Craig, check out: http://www.arrl.org/FandES/field/regulations/bandplan.html. Go to the 2 meter section. It shows all of the simplex frequencies for the band.
Also, check out: http://www.artscipub.com/repeaters/states/Washington.asp. That's a list of the repeaters in WA. Using repeaters is fairly easy. Just enter the output frequency in the your radio. Your radio will automatically set the corresponding input frequency. (the output frequency is the output frequency of the repeater, not your radio) The only other thing you'll need to do is enter the pl tone for the repeater, if it uses one. That is just a low frequency tone that is transmitted to turn on the repeater. Post any questions that you have.
As for getting on the air, I recommend just getting on and saying your call sign and saying you just got licensed. The elmers are more than eager to chat. You could say, "this is KE7IZM mobile monitoring", but that is a little boring and might not get a response. Give the simplex frequencies a shot, but I think you'll have better luck on repeaters. Most guys monitor the repeaters.
